EU funds*


European Agricultural Fund for Rural Development


Romania will receive more than 8 billion euros for 2007-2013, which means more than 1 billion euros per year. A contribution of the RomanianState is also added to these funds.

The funds for rural development are similar to the SAPARD funds, but in addition:

The funds for rural development are equally addressed to small farmers, farmers’ associations, young people, small and medium sized enterprises from the agricultural and forestry sectors (but also from the service and light industry sectors), processing units, forestry owners, mountain farmers, local administrations.

The funds are divided into four main axes (directions). Each axis has several measures.

 

Axis 1: Improving the competitiveness of the agricultural and forestry sectors, to which 3.967 billion euros (42.2% of total) have been allocated. This axis includes the following measures:

 

 

111 - Vocational training, information actions and the diffusion of knowledge

112 - Setting up of young farmers

121 - Modernization of agricultural holdings

122 - Improving the economic value of forests

123 - Adding value to agricultural and forestry products (food processing)

125 - Improving and developing infrastructure related to the development and adaptation of agriculture and forestry

141 - Supporting semi-subsistence agricultural holdings

142 - Setting up of producer groups

143 - Providing farm advisory and extension services

 

Axis 2: Improving the environment and the countryside - 2.293 billion euros (25% of total). Measures:

 

 

211 - Support for mountain areas

212 - Support for less favoured areas-other than mountain area

221 - First afforestation of agricultural land

 

Axis 3: The improvement of the quality of life in rural areas and rural economy diversification - 2.473 billion euros (26.3% of total). Measures:

and population and upgrading of rural heritage

 

Axis 4: Implementation of the Leader approach - 0.235 billion euros (2.5% of total). Measures:

The funds for rural development are handled by the Paying Agency for Rural Development and Fisheries (APDRP) - the former SAPARD Agency. APDRP has 42 county offices where projects can be submitted. The applicant’s guide for each measure can be found on the website of APDRP - in Romanian only (applications must be submitted in Romanian): www.apdrp.ro

European Fishery Fund

 

 

New measures launched within the Operational Programme for Fisheries 2007-2013

The Romanian Ministry of Agriculture and Rural Development has announced the launching on the 26th of March of two important financing measures for the fish sector: Measure 2.1 Productive investment in aquaculture and Measure 2.6 Investments in processing and marketing. The funds are available from the European Fishery Fund. The call for proposals is a continuous one until the end of this year. Beneficiaries can be micro enterprises or SMEs (in which case the own contribution of the applicant is 40% of the total eligible costs of the project) or even larger companies - however with maximum 750 employees or a turnover of less than 200 million eur - (in which case the own contribution of the applicant should be 70% of the eligible costs of the project). The maximum public contribution is 3 million eur per project.

Land acquisition

When Romania joined the EU (1.01.2007), also individual foreign persons should have been allowed to buy land in Romania. However, Romania asked the EU for a transition period for allowing this kind of land purchases: 7 years (2014) for the purchase of agricultural land and 5 years (2012) for the purchase of land within town limits. There is an exception though, for foreign self-employed farmers who decide to reside in Romania - they are allowed to buy land immediately as of the date of accession.

Most of the agricultural land has been restituted to former owners and their heirs. This resulted in serious land fragmentation (there are a couple of million land owners with an average area of slightly more than 2 ha). Therefore it is very difficult to find large plots of land available for sale, especially since land offers are not centrally recorded by any organisation. The village townhalls are the ones who can provide information on land that is being put up for sale. Real estate agencies have started to become more active in this field as well.

(unfortunately almost everything is in Romanian; “terenuri” = land, “intravilan” = within town limits, “extravilan” = outside town limits).

State-owned land is not for sale; it is being concessioned (leased out for 49 years) to potential investors. The organisation in charge with this operation is the State Domains Agency (ADS) and more information can be found on www.domeniilestatului.ro.
